Plasma Transferred Arc - does it qualify?

hello folks!! Does the 'plasma transferred arc' (PTA) process qualify to be a direct part of surface engineering since it is more a welding kind of process? How do you acutally differentiate welding processes from surface engineering (coating processes)? Welding also involves some surfacing techniques. Im dying to find out.
