Hallo Mr. Kumar,
you are bascially confused with welding surfacing.

Simply Welding and surfacing are bascially functioning process.

Wleding means joining of two/more parts and
Surfacing: develop a protective layer on the surface of the components

Plasma Transferred arc is a energy source

So..
If you use this energy source (Plasma Transferred arc) for joining two components called as Plasma Transferred arc welding

If you use this energy source (Plasma Transferred arc) for developing protective coatings on surface of the metals called as Plasma Transferred Arc Surfacing

I hope you are understand my answer.
if you have any further questions feel free to ask me.

Best wishes
Satya
