Hello Wil,
As far as I know you could protect steel from rusting in
"normal-air" atmosphere by spraying zinc. You could use
arc-spraying or flame spraying of zinc-wire. There will be a
sufficient cathodic protection, although the coating is not
dense.
Depending on the atmosphere (environment) there are some
zinc-aluminium alloys , e.g. ZnAl 85 15, which form a more
protective coating than Zn 99,99. You will get some more
information in an ISO STandard.
