1) Using conventional process NO, this only provides up to about 30 MPa. Using fluxes and fusing techniques higher values could be possible.

2) 80.2 N/mm2 = 80.2 MPa = 11632 PSI

80 MPa would be about the value you would expect for the tensile strength of these alloys in the cast condition. To get bond strengths anywhere near this, I think you would need to prepare your substrate by tinning and cast or fuse your babbit alloy into place.
