Electrolytic method:
20% sodium carbonate
5% tartaric acid
75% water
temperature 70-80 degree C
Stainless steel cathode, coated part anode
current density 4-8 amps/sq in @ 6 volts DC

Chemical method:
Sodium hydroxide molten salt bath (425 degree C)for up to 30 mins followed by water quench. Repetition may be necesary. Gentle grit blasting may also necessary if coating has only been degraded.

Mechanical methods such as grit blasting or very high pressure water jet blasting may be necessary if chemical or electrolytic methods fail.

Which ever method you choose it would be advisable to conduct tests first, to ensure effective coating removal with minimal damage to substrate.
