A worn coating at its incoming condition is vaque interms of
it's application history. And most of the time, fresh coating
will not adhere to substrate even with residue old coating which is
not stripped thoroughly, not to mention on a worn coating which may
be contaminated, oxidized and so on.
A better way is as Gordon said, strip coating completely and start
a fresh.
