Hi John
I don't see any problem generally with what you propose. Are you planning on machining the initial coating for dimensional restoration before spraying the WC/Co coating? If so, care will be needed in grit bast preparation of the machined coating. If this is not necessary, you could consider applying the total thickness as WC/Co as this should not be a problem with the total thickness you indicate.
Diamalloy 4006 and 316 s/s at this thickness level should be ok, but if you need to restore more significant dimensions, I would choose less stressful coatings like 4008 NiAl (arc spray NiAl or 13Cr steel works well with very thick build-ups).
