By frequency scanning eddy current techniques you can reliably measure coating thickness even in case of very small difference between electrical conductivity values of coating and substrate. I have used extensively and successfully such techinque for measuring the thickness of high-temperature coatings applied on gas turbine blades. It is worth trying also in your case.
