Yes, I think you are. I'm not sure what the recommended thickness limit would be for your particular coating, but typically, a coarse cobalt alloy would be limited around to 1 - 2 mm. Very fine powders would be very much lower at around 0.4 mm. This could well be causing your problems or at least contributing to them.
