The ideal equipment for applying this material is the Metco or Sulzer Metco Diamond Jet HVOF for which this material was first developed. Although, most of the other HVOF systems should be capable of producing good coatings with some parameter optimisation. I believe the older Metco 700 and 700F materials developed for plasma spraying have basically the same chemistry.
HVOF coatings of this type typically have high concentrations of unmelted particles, but usually low in porosity.
It would be good to see a photo which would be necessary really to comment further.
