This sounds like an interesting application, but I would foresee a fair amount of development work. Thermal spray coatings are successfully used to reface metallic flywheels, but I have not come across this with polymer based materials. My initial concerns would be the temperature of the flywheel/coating during service and the suitability of thick metallic coatings.
Initially, I would consider trying a relatively thin oxide ceramic coating. Very hard and wear resistant, but possibly more important would be the thermal barrier properties. You may also need to experiment with the mating friction material.
A slightly similar application involving coating aluminium/silicon carbide metal matrix composite brake discs. Metallic coatings work fine with low to moderate use, but in racing conditions the aluminium under the coating melts and causes severe failure. The use of ceramic coatings and special brake pad materials cure this problem.
I suspect the flywheels do not see these kinds of extreme temperatures, but then polymer based substrates have a much lower service temperature than these MMC materials.
