Hi,
13%Cr steel of AISI 410 type contains very low carbon and you cannot get hardness n your desired range. Suggest you select a higher carbon grade ferritic stanless steel which would produce a martensitic deposit in your required hardness range.
Alteratively you can use commercially available alloyed white CI, such as Kanthal type which would produce coating of required hardness.
Advantages of using Al containing CI , is that you don't require a bond coat.
