I'm afraid that I am asking questions rather than giving answers to your message.

What do you mean by "flame powder technology"?
What are "feeds of antennas"?
What is "chromed aluminium"?
"good adhesion" relative to what?
"low surface resistivity" what is this property?

What are your problems with your present design or system?

I think you should be considering the coating rather than the precurser powder at this stage and the possibility that other surface engineering solutions may be viable. I'm sure there will be people out there who can help, but remember most of them will not have specific experience/knowlege of satellite technology.
